USA Swimming 2024 Rulebook
As the National Governing Body for the sport of Swimming, USA Swimming is responsible for setting the rules and regulations governing competitive swimming. The USA Swimming 2024 Rulebook is the official publication of USA Swimming. Changes to the rulebook are made on a yearly basis following the U.S. Aquatic Sports Convention. These changes include any new legislation, revisions, and updates as voted on by the House of Delegates.

- Reflective of all the latest changes to USA Swimming Rules and Regulations.
- Any proposed changes to USA Swimming Rules and Regulations should be submitted to both the Chair and Secretary of the USA Swimming Rules & Regulations Committee in accordance with Article 511.

MAJOR LEGISLATION AND RULE CHANGES FOR 2024 (currently effective except as otherwise noted)
- The composition of the House of Delegates was extended for one year, and clarification was added to emphasize that each voting member only receives one vote. (Corporate Bylaws 6.1)
- The rule for starting procedures was amended to conform to World Aquatics. (Article 101.1)
- The starting command was amended to conform to World Aquatics. (Various Locations)
- The rule for backstroke finishes was amended to conform to World Aquatics. (Article 101.4)
- The certification process for officials for all LSCs was standardized. (Article 102.10.2) [Effective January 1, 2024]
- The differences between accommodations and modifications for swimmers with a disability were emphasized.. (Article 105.1)
- The rules for loading NCAA times and observed times were updated to current practices. (Articles 202.7, 202.8)
- The Zones are allowed to host a second Senior Championship Meet each year. (Article 205.7)
- The Development Competition Category was updated to allow LSCs more flexibility. (Article 205.11)
- The Open Water wetsuit rules were amended to conform to World Aquatics. (Articles 701.1, 701.4)
- FINA was changed to World Aquatics. (Multiple Locations)
- Virtual meetings for LSC House of Delegates are allowed. (Required LSC Bylaws Template Article 4.8)
